The Environmental Assessment Capacity Building (ENCAP) website serves as a knowledge archive and mechanism for facilitating future training and for improving environmental reviews in the region. The ENCAP site houses the "Environmental Guidelines for Small Scale Activities in Africa" and other environmental guideline documents, the complete set of materials for the five-day ENCAP courses, all the AFR environmental examinations from 1996 to present in a searchable archive, and a list of courses conducted. ENCAP is a USAID cooperative program to build environmental assessment and environmentally sound design capacity in Africa. The focus is small scale development activities. They conduct training, develop resource materials, and directly support the professional development of African EIA practitioners.

Compliance Information (22 CFR 216) This website is dedicated to providing information and resources for the Initial Environmental Examination (IEE) process as implemented under 22 CFR 216. All USAID projects must go through the IEE process and must have either an IEE or a Categorical Exclusion approved by the Bureau Environmental Officer. The 22 CFR 216 Compliance Documents page includes background on 22 CFR 216 and its underlying legislation as well as additional environmental regulations. The Environmental Documentation Resources page provides forms and guidance necessary for completing the 216 compliance process, and also examples and informational resources. The Additional Resources page features generalized information on international environmental conventions and organizations, a glossary of ecological terms and common acronyms and abbreviations.

Documentation Manual For P.L. 480 Title II Cooperating Sponsors Implementing
Food-Aided Development Programs used to help their cooperating NGOs undertake
environmental impact assessment. The EDM has been developed by USAID's Africa
Bureau (AFR), in cooperation with the
Bureau for Humanitarian Response, Office of Food For Peace (BHR/FFP), and the
Food Aid Management Environmental Working Group. While the EDM has been written
with major support from AFR and uses African experiences, the lessons in it
are universal and should prove useful for Title II CSs working in other parts
of the world. 330 pages and 1.1MB.
